Bluey will only allow racers to race him if they managed to beat all the challenges in his area, Snowflake Mountain. If someone manages to beat all of Bluey's trials, that racer will be given the "privilege" of racing Bluey. The race against Bluey is on a downhill mountain. If Bluey is beaten in a race, he will temporarily be freed of Wizpig's brainwashing. In this brief moment of freedom, Bluey will allow the victor of his race to partake in Snowflake Mountain's Silver Coin challenges.

If all of Snowflake Mountains Silver Coin challenges are beaten, then the player will gain the chance to re-race Bluey. This time Bluey is twice as fast, making his race that much harder. After Bluey is beaten for the second time, he will be relinquished from Wizpig's control. As thanks for freeing him, Bluey will give his opponent a piece of the Wizpig Amulet that he was guarding. Bluey also appears in Diddy Kong Racing's end-of-game victory celebration.

Bluey also appears in the Nintendo DS remake, Diddy Kong Racing DS. He sounds more like an elderly leader in this game, and is much faster in both races.

Bluey the Walrus is a large, blue walrus who lives on Timber's Island in Diddy Kong Racing and its Nintendo DS remake. He also wears a tuxedo piece on his neck, although not in the remake. Bluey, like the other guardians of Timber's Island, is not inherently a villain, but was hypnotized by Wizpig prior to the game's events and given a piece of the Wizpig amulet to guard.

During the game's events, the player can challenge Bluey in his own course of Snowflake Mountain after winning every race in said world. If the player wins, Bluey gives them a new challenge of partaking in Snowflake Mountain's Silver Coin challenges, or Balloon Touch Challenge in the remake. After the player completes them, Bluey challenges them to another race, where Bluey is faster than before. After Bluey is beaten for the second time, he is freed from Wizpig's control and gives players a piece of the Wizpig amulet. Much later, Bluey appears in the ending victory celebration next to T.T. in front of the cave leading to Snowflake Mountain.
