James Blonde is a minor character from The Super Mario Bros. Super Show! episode "On Her Majesty's Sewer Service", spoofed from James Bond.
At the start of the episode, Secret Agent James Blonde uncovers Koopfinger's latest plot, and manages to track him down in Spy Land. However, Koopfinger uses a magic ring to turn James Blonde into stone. After Mario and Luigi chase Koopfinger out of Spy Land, James Blonde returns to normal, although it remains unexplained of how he got changed back.
