Golden Balloons are magical balloons from Diddy Kong Racing and its enhanced port, Diddy Kong Racing DS which can be used to open doors to races and bosses. It is the equivalent to stars from Super Mario 64 or the shine sprites of Super Mario Sunshine, rather than the trophies of Mario Kart legend (although there are trophies in the game). There are a total of 47 balloons in the game, all of which are needed to beat the game and see the ending/credits.
