Luigi Is In!
Nintendo's Official Facebook states that Luigi will appear in this game. They also mention "other favorite characters" too, but I know thats too broad.

they might be making sound exciting but we have to have official notice for luigi, some kind of picture or artwork or text.

Yes, the official Nintendo Facebook page has text, but you have to be logged in and like the page to see it. Their post reads "This just in - New Super Mario Bros. 2 will be launching for Nintendo 3DS in August! This all-new, side-scrolling adventure features Mario, Luigi and all your fave characters from the Mario series. Are you excited to play?"
