They look identical (SMB2 in-game sprites notwithstanding) and have the same Japanese name, so yeah. Who has lost his tail? 06:01, March 31, 2019 (EDT)

Interesting these guys didn't appear in Super Mario World 2: Yoshi's Island

I could assume that they weren't featured is because they are maybe replaced by Fly Guys.
