The level itself is set in an urban environment. The main area, which also is the point where Wario accesses the level, is located outside between tall buildings. Wario can explore one of those buildings via ladders that connect the different stories and ledges. Those ledges are guarded by [[Para-Goom]]s and also [[Brrr Bear]]s that can freeze Wario with their breath, making him slide off the ledge if the players are not careful enough. Doors lead into the building, though some doors only serve as an exit and cannot be entered from the outside. The interior of the buildings in the city sport ocher wallpapers with vertical stripes, and paintings of fruit decorate the walls. Wario can also visit the basement of the building, which is filled with ventilators and other devices. Behind the building is a backyard which is the turf of [[Shoot]], a soccer-obsessed hare. Another tall building on the west side of town can be entered as well, and contains several [[Switch (Wario Land II)|switch]] puzzles.

The Second Gear is one of the two items required to solve the problem with the elevator machine on the west side of the world, the other one being the First Gear from The Pool of Rain. After Wario obtains both of these items, he is able to insert them into the device at the foundation of the machine, thereby fixing it. The machine will then go up and down once more, allowing Wario access to the south side and letting him explore [[The Grasslands]].
The [[key|Gray Key]] is located in the third floor of the building to the right, and on the way to the door, there are [[Para-Goom]]s and [[Brrr Bear]]s. Wario has to engage and defeat Shoot in a game of soccer in order to win access to his treasure. Each of the opponents' objective is to turn his rival into a [[Ball (form)|ball]] and knock him into the goal at the right side of the field. The goal itself is guarded by a tortoise goalkeeper. Shoot's main form of attack is jumping around. If he manages to land on top of Wario, he will turn into a ball and be at Shoot's mercy. If that happens, the player has to guide the balled Wario into the hands of the goalkeeper before Shoot reaches him and kicks him into the goal. The tortoise flinches whenever Shoot kicks the ball, making Shoot's kick sure to hit. On the reverse Wario can turn Shoot into a ball the same way as well. Before he attempts to tackle Shoot into the goal, though, Wario first needs to stun the tortoise goalkeeper, or else his attack may be blocked. The first one to score three points wins the game. If Wario is the winner, the tortoise's shell will turn into an elevator and carry him to the Red Chest.

The Blue Music Box is the second of five [[Music Box|music box]]es Wario needs to find in order to leave the music box world again, along with all the treasures he has collected. It is red in color and features a glass dome with two dancing figures inside. After Wario holds aloft the music box and it rings its tune across the land, its magic grants Wario access to the [[Bank of the Wild River]] and [[The Tidal Coast]].

The {{conjectural|Golden Left Eye}} is locked up in the Green Chest which itself is located in the building on the west side of town. However, the entrance to the building is blocked by a [[Lumpy (enemy)|Prince Froggy]]. Wario needs the Super Grab Gloves from [[The East Crater]] to solve this puzzle. With this item he can lift one of the Brrr Bears and carry him to the frog that blocks the way. By getting hit by the bear's breath Wario turns into Ice Skatin' Wario and slides right through the obstacle. He can then enter the building. Inside the building a vast [[Switch (Wario Land II)|switch]] puzzle awaits the treasure hunter. The players have to use the switches in the area strategically in order to move platforms and open the ways to the Green Key and the Green Chest.

The jewel is a set of two items. The Golden Right Eye can be found in [[Sea Turtle Rocks]]. Together they can open the golden door with a snake imprinted on it, which can be found in the [[Tower of Revival]]. This allows Wario to progress further in that level.

To do this, Wario must carry one of the Brrr Bears on the second or third floor to the left, so that it is before the grate in the same floor as Prince Froggy. After exiting the room, there is another room to the right up a ladder, which contains [[Togēba]] that must be knocked into the air to reach the switch at the top-left of the room. From this room, Wario must go into the room to the left to activate the switch in there, which contains a Fire Robota and multiple [[Silky|Silkies]] where he must make it to the top to break the blocks, and then trigger [[Hot Wario]] via the Fire Robota to break the [[Bonfire Block]]s below the switch. After Wario reaches the top-right where the Appleby is, [[Fat Wario]] must be triggered so that the [[doughnut block]]s can be broken in the middle of the room. After breaking the doughnut blocks, Wario must activate one of the switches in order to access the Green Key.

The {{conjectural|Sapling of Growth}} can be found in the Blue Chest in the basement of the city building. Wario needs to utilize the ventilation devices in this area to fin the Blue Key, so he has to fix these devices first by finding the Propeller in The Tidal Coast. The devices can be turned on with a switch in the same area. With the air currents and a patrolling [[Spearhead (enemy)|Spearhead]] Wario can make his way to the Blue Key and open the Blue Chest.

The Sapling of Growth is a magical plant seed. After it is obtained it causes the [[Octohōn]] all over the world to grow in size and strength. The stronger octopuses will then be able to smash through obstacles that blocked Wario's path before, opening new paths in The Tidal Coast and [[Beneath the Waves]]. The once harmless octopuses will also become more aggressive, so the player needs to take care.
The Sapling of Growth causes the [[Octohōn]] to grow in size and strength, not only making them able to harm Wario, but also allowing them to break any grates that were originally blocking them in both The Tidal Coast and [[Beneath the Waves]].

A Town in Chaos is a location found in Wario Land 3 of the Wario Land series. It serves as the fourth of six levels found on the west side of the music box world. At first Wario cannot reach this level due to a huge crater on the west side blocking his way. After he acquires the Jar from Out of the Woods however, the crater fills with rain water, granting Wario access to this level. A Town in Chaos gets unlocked simultaneously with The Pool of Rain.

The level itself is set in an urban environment, where there are two buildings that can be entered. Both buildings contain switches that are used for toggling shifting blocks to open or close access to certain areas, as well as the fans to operate if the propeller for the fans are acquired. The building to the right is also used to access the boss of this level, Shoot.

The Second Gear for Machine[1] can be found in the Gray Chest near the start of the level.

The Gray Key is located in the third floor of the building to the right, and on the way to the door, there are Para-Gooms and Brrr Bears. The Blue Music Box[2] is the second of five music boxes, and it is in the Red Chest. In order to access it, the Head Smash Helmet from The Frigid Sea's Gray Chest is needed.

To get the Red Key, Wario must first activate a switch because it is locked behind shifting blocks. One such switch is in the third floor of the building. Within the room, there is another room below it to the bottom-right, where there is a switch. After activating it, Wario must exit the building, and then enter to the room in the first floor of this building. Within this room, the Red Key is down the first ladder, though there are Hebarii and Fire Robota on the way there.

The Golden Left Eye is locked up in the Green Chest which itself is located in the building on the west side of town. In order to access it, Wario needs the Super Grab Gloves from The East Crater's Gray Chest.

The room with the Green Key and Green Chest is on the left building, where it is blocked by Prince Froggy. To do this, Wario must carry one of the Brrr Bears on the second or third floor to the left, so that it is before the grate in the same floor as Prince Froggy. After this, Wario must go to the other side of the grate, and then trigger Ice Skatin' Wario from that Brrr Bear to bypass Prince Froggy, after which he can reach the room. Within the room, which has Spearhead, Wario must activate the switches in the rooms in order to advance to the top-right where an Appleby is. In the first room to the left from the beginning, there is a Para-Goom that needs to be thrown through Enemy Blocks to reach the switch. After exiting the room, there is another room to the right up a ladder, which contains Togēba that must be knocked into the air to reach the switch at the top-left of the room. From this room, Wario must go into the room to the left to activate the switch in there, which contains a Fire Robota and multiple Silkies where he must make it to the top to break the blocks, and then trigger Hot Wario via the Fire Robota to break the Bonfire Blocks below the switch. After Wario reaches the top-right where the Appleby is, Fat Wario must be triggered so that the doughnut blocks can be broken in the middle of the room. After breaking the doughnut blocks, Wario must activate one of the switches in order to access the Green Key.

In order to reach the Green Chest, Wario must go to the top where Kobatto is. After triggering Vampire Wario, Wario must fly to the top-left, using one of the droplets that will revert Wario back to normal after he's on the topmost platform. From there, the Green Chest is downwards from the ladder.

The Sapling of Growth can be found in the Blue Chest in the basement of the city building. In order to access the treasure, the Electric Fan Propeller from The Tidal Coast's Green Chest is required.

In order to get to this room, Wario must go to the room in the first floor of the right building, and then go down two levels where a door is. Behind this door, there are two fans on the floor where they must be activated to operate. To the right of this door, there is a room containing a switch and the Blue Chest, which is past the breakable blocks. After activating the switch, the fans will operate and causes an updraft. One of the Musical Coins in A Town in Chaos. In the room on the first floor of the right building, there is a Musical Coin at the bottom. To get there, Wario has to go to the bottom where a door is, and Super Smash the floor next to the togglable blocks to get there. To get out of the pit, Wario has to break the blocks to the right, then up, and then right again.
