The Toad Minister

The Toad Minister is a high-ranking government official in the Mushroom Kingdom. In Paper Mario, the minister is imprisoned by Bowser after the Koopa king captures Princess Peach's Castle. Mario frees the Toad Minister, along with many other Toads, when the hero storms Bowser's Castle late in the game.

The Toad Minister has also appeared in Super Mario RPG: Legend of the Seven Stars but there he was called the Chancellor. In the Japanese version of Paper Mario, however, he was given the same name. He also bears a passing resemblance to Toadsworth.
