Is it possible that Hooktail faked her death in a last ditch attempt to escape Mario? I think she did. When you are talking to Koopley, Hooktail's foot keeps moving. When you come back, Hooktail's body is gone. There is no way Ms. Mowz, or anyone for that matter, could have dragged Hooktail's body out of the castle.
