:Good question - the game has a notebook of all the enemies, and this artwork ''is'' used there, but only for Bowser. The notebook makes no distinction between Bowser and Fake Bowsers. I heard that one of these fake Bowsers was called "Bowser's brother" somewhere at one point, but there are several of them, so this doesn't make sense.
