* You may only edit/create a new user's talk page if they have made at least one edit on the wiki.
* The {{tem|welcome}} template has been retired. Do not add it to any more pages.
* Creating user talk pages for the sole purpose of welcoming new users is prohibited.


The edit can be in any namespace. This rule exists to prevent us from having thousands of user talk pages for users who never do anything on the wiki.
That being said, if you have to contact a new user for some other reason, feel free to welcome them with a short custom message included in your correspondence (no transclusions).
