Geno Whirl is an attack Geno learns at level 11. It is a disk attack that follows a straight path to and through the enemy. If timed correctly it will deal 9999 damage, but this doesn't apply to bosses (except for Exor and Yaridovich clones.) The correct timing is when the whirl leaves the screen. The attack has to be precise otherwise it will miss.
