New users are immediately welcomed through MediaWiki:Welcomecreation-msg when they create an account, so it's no longer necessary to welcome them on their talk page. However, if you still wish to welcome a new user:

  • You may only edit/create a new user's talk page if they have made at least one edit on the wiki within the past 30 days.

The edit can be in any namespace. This rule exists to prevent from having thousands of user talk pages for users who are completely inactive on the wiki.
