- Well actually, it isn't really implied since Toad's Turnpike is in the city itself.

- Still, is it really in need of an article? It isn't going to expand, there's nothing left to add.

As per the small discussion above, this article would probably work better if it was just merged with Toad's Turnpike since Toad City is just a small thing added to the track itself just to make it more detailed.
