The Cobalt Base is a location from Paper Mario: Color Splash. The path leading here is unlocked after getting the Blue Mini Paint Star from Sacred Forest, and unlocks a path leading to Fort Cobalt. The entire level is devoted to the Snifit or Whiffit game show. The Instant Camera thing can be found here.

Hidden near the entrance of the base is the Informant Snifit, who sells Mario various decks of Battle Cards. Mario must peel the Bowser Tape off the door and enter. A Mini Paint Star floats ahead, but a trapdoor drops Mario down into a watery area with a Warp Pipe before he can get it. By entering the pipe, Mario and Huey end up in a bubble and are welcomed to Snifit or Whiffit: Seabed Edition.
The Cobalt Base consists of the entrance and a trap door, which leads them to a Warp Pipe. Entering the Warp Pipe allows Mario and Huey to play Snifit or Whiffit with a Snifit host. Winning at least four of the seven rounds allows Mario to collect a Mini Paint Star, but if he gets all seven correct, he will be invited to participate in a special bonus round featuring three more questions, which if successful, Mario will be given the Instant Camera Thing Card.

Host Snifit explains the rules: Mario must get four of seven questions correct to earn the Mini Paint Star. If he gets all seven correct, he is invited to play a three-question bonus round, which wins him the Instant Camera Thing. To answer the questions, Mario must use his own supply of cards and paint. Failing four questions results in a Big Urchin popping Mario’s bubble and a Game Over as a result.

If Mario completes 7 questions, Host Snifit lets him play the bonus round. However, if Mario fails a single question in the bonus round, the Big Urchin will pop his bubble and he does not get credit for completing the first 7 rounds. Additionally, if Mario is running low on paint, he can buy a refill for 100 coins.

After winning the bonus round, Mario is congratulated and sucked into a Warp Pipe, which leads him to a room with two Snifits and the Instant Camera Thing. If Mario already has the Instant Camera in his inventory, the two Snifits instead offer him trading cards with their photos — these cannot be seen physically and do not go into Mario's inventory. He can then enter another pipe and collect the Mini Paint Star, opening a path to Fort Cobalt.

The rounds consist of identifying the cards in the screen, as there are elements which make the game harder. Every round has a singularity. To answer, Mario has to choose and paint the cards he believes are the correct ones. There is a Shy Guy at the beginning of the course that sells all the cards Mario will need for the game.
