Rocko is a member of the Pianta Syndicate and a lackey of Don Pianta. Goombella refers to him as "the low man on the totem pole", as he was just employed and initiated. Rocko works as a bouncer and keeps the Pianta Parlor running smoothly. He doesn't have any significant effect on the plot of Paper Mario: The Thousand-Year Door.
