(I'm not violating any of the proposals regarding this, but given Naval Piranha's Japanese name is "Big Pakkun," then these were not conceived as a "water" version of anything, and as the others were based on this, it's safe to say they're derivatives.)

One of Naval Piranha's buds

Naval Buds are young Piranha Plant enemies that first appeared in Super Mario World 2: Yoshi's Island. They grow out of Naval Piranha, which has two of them. In battle, the Naval Buds move towards the Blue Yoshi and leap straight up to hit it; Yoshi cannot destroy them, though they do not pose much of a threat.

In Tetris Attack, two Naval Buds were Naval Piranha's partners.

Naval Buds reappear in Yoshi's Woolly World. Once again, they assist Naval Piranha; this time, however, they are a lot more aggressive.
