A Mr. Blizzard.
Mr. Blizzards are snowmen that jump up and down throwing snowballs in Super Mario 64 (And Super Mario 64 DS). They can be defeated by running around them, just like Mr. Is can be defeated.
They also appear in Mario Pinball Land, Dance Dance Revolution: Mario Mix, the Mario Kart series and the Mario Party series.
It is possible that they're related to the Dr. Freezegoods of Super Mario World 2: Yoshi's Island. Also, a Super Mario 64 character known as Headless Snowman resembles them.
Mr. Blizzards have made a recent appearance as items in Mario Parties 5, 6, and 7. In each game, if their space is triggered, the player who triggered it will lose all of his items.
