Frog Mario is a form of Mario that Mario can become by getting a Frog Suit, in Super Mario Bros. 3. It allows him to swim faster., overcoming currents in his path. However, his walking skills are greatly lessend, making him to hop on the ground like, well, a frog. But it works for good for his jumping skills! They are very commonly found in World 3 of Super Mario Bros. 3, The Seaside.
Luigi can get this power as well.
