Penguin patrol

The Penguin Patrol is the chief of the Shiver City police. During the events of Paper Mario, he is called to Mayor Penguin's house due to a penguin murder mystery. Mario and co. are forbidden to leave Shiver City, so they must find out who is the person responsible for Mayor Penguin's death. Only after bringing him the chief suspect (Herringway), it turns out the mayor wasn't dead, but knocked unconcious.
