Chet Rippo will upgrade one of your stats two levels, but downgrade the others one level in Paper Mario. He appears in Toad Town near the Shy Guy's toy box house. It would be best to avoid him in this game.

In Paper Mario: The Thousand-Year Door he does the same thing. You should see him once in a while, if you want to even out your stats for a fair price. Chet Rippo can also switch two partners' ranks around. The price for either of these is thirty-nine coins. He appears in the house in the background of Rogueport Sewers near the main entrance. Use Bobbery to crack the wall directly left to the entrance.

It's possible that there are two different Chet Rippos. In Paper Mario, he appears to be a fat bird-like creature, while in Paper Mario: The Thousand-Year Door, he looks more like the shaman characters Merlon and Merlee. Notice that his hat is a barrel and his cloak is patched.

His name is a pun off of rip off

In Paper Mario, he's the negative equivalent of Rip Cheato.
