I'm doing some digging around and can't really find anything confirming it's intended to be the same species of enemy (given it isn't a wrench, and that the art for it looks totally different from the other Gotcha Wrench types) and most Japanese sites I see talking about it treat it as a separate enemy altogether. Split axe enemy page?

Is the axe enemy explicitly confirmed to be a Gotcha Wrench? I'm doing some digging around and can't really find anything confirming it's intended to be the same species of enemy (given it isn't a wrench, and that the art for it looks totally different from the other Gotcha Wrench types) and most Japanese sites I see talking about it treat it as a separate enemy altogether. It seems possible to me that it's a unique enemy variety that hasn't been given a name. The only real evidence I can find is that they behave the same.
