As for me, [BobombFuses], I believe Mini-Shy Guys were made by real Shy Guys or Donkey Kong.

The Mini-Shy Guys are living Shy Guy toys appearing in Mario vs. Donkey Kong and Mario vs. Donkey Kong 2: March of the Minis.

They will just move from left to right; however, if a Mini-Mario or Mario himself touches them, the character will be defeated. Mario can pick them up and throw them as weapons (ala Super Mario Bros. 2), and the Mini-Marios can also ride them.
