The Scissors are an item in the SNES and PC releases of Mario's Time Machine. It is obtained from the shopkeeper at Menlo Park's hardware store, who trades it for the Football in Mario's possession after mentioning that he lost track of it. The shopkeeper claims that the Scissors are one of his finest pair. They can then be given to the local hotel owner, who previously said that he was looking for a pair of hair clippers so that he can give a haircut to one of the hotel's guests. Once Mario presents the Scissors to him, he begrudgingly accepts them and continues to gossip about Thomas Edison, who frequently stayed at the hotel.
