Rally Wink in the game Paper Mario: The Thousand-Year Door.
Goombella using this move.

Rally Wink is a move used by Goombella in Paper Mario: The Thousand-Year Door. Rally Wink allows Goombella to give Mario another turn to attack, regardless of whether or not he has already attacked. Technically, this is the only known way of giving Mario the Fast status, according to the game's coding, in a technical sense in that it only lasts one turn. This move can only be learned if Goombella is at the Ultra Rank. The move is executed by rapidly tapping the A or B button, depending on what is shown. This move costs four FP.
