The Mini Shy Guys are Shy Guy toys appearing in Mario vs. Donkey Kong, Mario vs. Donkey Kong 2: March of the Minis, Mario vs. Donkey Kong: Mini-Land Mayhem and in Mario and Donkey Kong: Minis on the Move.
Mini Shy Guys will move from left to right as their main form of attack; however, if a Mini Mario or Mario himself touches them, the character will be defeated. Mario can pick them up and throw them as weapons (a.k.a. Super Mario Bros. 2), and the Mini Marios can also ride them.
It is unknown if the Mario Toy Company created these toys, but most likely they did not (as they appear to be foes of Mario). They have windup corks behind them, though. It is also unknown if they are even to be thought of as different then normal Shy Guys, as manuals refer to them simply as "Shy Guys".
